Who has to run an energy audit, and by when
Directive (EU) 2023/1791 moved the obligation from company size to actual consumption. If you cross 10 TJ a year you are in, whatever your headcount, and the first deadline has already been set.

What a compliant audit needs from your data
An audit describes where the energy goes, so it needs consumption broken down by vector and by use, not one figure for the whole site. Most companies can produce the total from the bills and nothing below it.
From 2027 that breakdown can no longer be reconstructed from estimates or billing data: it has to rest on continuous measurement. Monitoring stops being a periodic check and becomes a permanent installation.
That is what makes the timeline tighter than it looks. An audit takes weeks. A year of measured history takes a year — and it can only start once the meters are reading.
The norms, by name
The page above answers a deadline. This is the paper trail behind it, for anyone who arrives looking for the directive rather than the date.
The energy efficiency directive. It is what moved the audit obligation off company size and onto actual consumption, and what introduces the requirement for measured rather than estimated data.
The Italian decree that governed the previous obligation, on company size. Companies already obligated under it face a renewal, which is why the two regimes overlap for a while.
The energy management system standard. Above the higher threshold a certified system takes the place of the periodic audit rather than being added on top of it.
The certification an EGE holds — the energy management expert qualified to run and sign a compliant audit. It is the signature at the bottom of the document.
Thresholds and dates come from the national transposition, which Italy passed late: check the decree in force before acting on them.
Measured, audited and signed, from one place
The audit has to be signed by someone qualified to sign it. Our partner EGE is, in both the industrial and the civil sector, which means the measurement and the document that rests on it do not come from two suppliers who never speak to each other.

We measure
The vectors that are not metered today get metered, continuously, on the instruments already installed where they can be read. What comes out is the measured history the audit will ask for, kept at the granularity it was collected.

The EGE signs the audit
A certified energy expert under UNI CEI 11339 runs and signs the audit on that data. No reconstruction from bills, because there is nothing to reconstruct: the readings are there.

The management system keeps going
Above 85 TJ an ISO 50001 system takes the place of the audit, and it is not a one-off. The same measurement feeds its indicators, so the system has something to run on from day one instead of starting from a blank page.
Thresholds, dates and penalties on this page are checked against the national decree, which Italy transposed late, and re-checked when it moves. The audit itself is signed by an EGE certified to UNI CEI 11339 in both the industrial and civil sectors — a plant and a building estate are covered by the same person.
